Context

A Quebec public entity received contractor claims relating to cost overruns and delays on a PPP project. It sought support to conduct an audit of the project changes and to determine whether the process set out in the contract had been properly followed. In addition, it required a review of the strategy implemented by the controller/project manager to assess whether it was effective in limiting or preventing such claims.​
