A Quebec public entity received contractor claims relating to cost overruns and delays on a PPP project. It sought support to conduct an audit of the project changes and to determine whether the process set out in the contract had been properly followed. In addition, it required a review of the strategy implemented by the controller/project manager to assess whether it was effective in limiting or preventing such claims.
Our ability to summarise thousands of documents and eight years of history into an efficient 150-page report was instrumental. We were able to guarantee our findings through detailed documentation and a robust analytical framework, leading to clear and robust opinion in a short period of time.
We were engaged by the defendant to explain and quantify the claims in a clear and robust manner, and to identify the factors that had given rise to each of them. This required a detailed review of a series of specific and technically complex construction issues, reflected across extensive correspondence between the construction company and the public entity’s representatives.
