About

Stephen is a director in the London office of Accuracy’s project advisory and disputes practice. He is a chartered civil engineer with 20 years’ experience in the construction and engineering sector.

In the last 12 years’ Stephen has provided expert delay and commercial advice to project owners, contractors and other stakeholders in relation to major capital projects in the UK and internationally. He previously worked as a structural engineer within an international design practice.

He has extensive experience across a range of sectors including power generation (nuclear, gas & coal), immersed structures (tunnels and energy islands), renewables (offshore wind), real estate, IT projects, transport (road, airports and rail), oil & gas and industrial facilities.

He has been appointed as an independent expert in relation to delay and programming issues on a number of occasions and has delivered independent evidence and oral testimony in formal arbitral proceedings.

In-depth expertise

Stephen specialises in and has been appointed as an independent expert on matters of delay and programming in international arbitrations under ICC rules. He has testified under cross-examination.

Stephen’s experience includes the provision of independent expert advice on delay and programming issues, targeted independent project achievability reviews, organisational dispute readiness reviews and the review, design and implementation of commercial business processes whilst working within client organisations.

  • Appointed as delay expert on behalf of the Owner in relation to the design and construction of a nuclear power plant – Europe.
  • Appointed as delay expert on behalf of a concrete works contractor in relation to the construction of four below ground metro stations – Middle East.
  • Provided independent delay advice in relation to the design and construction of an immersed offshore structure – Europe.
  • Conducted an independent delay analysis of a cargo-handling terminal – Middle East.
