Mathew Hazenberg is a director at Accuracy. He helps clients to set up large capital projects, improve efficiency in project delivery, and bring distressed projects back on track.

Mat brings 20 years of experience in planning and delivering complex capital projects, spanning “giga-projects”, mixed-use real estate developments, complex transport infrastructure and defence equipment programmes, across the Middle East and in the UK.

Prior to consultancy, Mat worked in the engineering and construction industry for over 10 years, holding project management and engineering roles both client- and contractor-side.

  • 1st Class MEng (Hons) Engineering Design and Appropriate Technology (University of Warwick)

Business Process Design and Improvement, Major Real Estate Developer, KSA, 2021-22

Led the design, implementation and continuous improvement of the organisation’s development operating model, policies and processes, and governance and reporting framework.

Construction Project Reviews, UAE Bank, 2021

Helped a major UAE bank to understand its exposure following the liquidation of a contractor for which it had provided performance bonds and guarantees across 15 construction projects, providing an assessment of the commercial options to close each project.

Setup of Capital Programme Oversight Entity, UAE Government, 2021

Advised and supported the government to establish a brand-new entity to oversee the development, financing and delivery of all government capital projects. This included: organisational operating model design and set up; development of governance framework and company policies and procedures; and supporting financing of capital projects.

Capital Programme Assurance, Major Development, UAE, 2020

Led audits of major capital projects for a globally prominent real estate development, looking at contracts of up to USD500m. Reviewed control effectiveness across all areas of project controls and commercial management, including cost management, scheduling, change control, risk management, contract management and reporting.

Baseline Review Lead, Major European Transport Infrastructure Programme, 2019

Led a comprehensive review of the programme baseline of a $multi-billion infrastructure programme and help determine the level of confidence the leadership could have in the forecasted cost, schedule, and risk exposure for the scheme.

Strategic Outline Business Case Lead, Major UK Railway Programme, 2018

Delivered an HMT Green Book Strategic Outline Business Case for a $1bn+ rail scheme, covering strategy, economics, procurement, commercial, and financing aspects.

Strategic Planning and Programme Baseline Lead, Major UK Railway Programme, 2017

Established a new, cross-stakeholder Programme Management Office for a multi-billion-pound transport infrastructure programme.

Equipment Programme Cost Savings Review Lead Analyst, Defence Client, Europe, 2016

Undertook a review of a $50bn equipment procurement programme in the defence sector, identifying opportunities for savings through challenging asset management strategies, technical requirements and contract management practices.

Capital Programme Delivery Capability Review, Real Estate / Education Client, UK, 2016

Assessed the university’s estates department’s readiness to deliver its planned capital programme in the context of its current structure, systems, processes and capacity, and identified any changes required to ready the department for its upcoming investment plans.

International Benchmarking Review Lead, Major European Transport Infrastructure Programme, 2015

Undertook a capital cost benchmarking study for one of Europe’s largest infrastructure programmes, identifying opportunities to realise cost efficiencies of up to 20%.

Independent Review Lead, Major Real Estate Programme, UK 2014

Led an independent review of a company’s new European headquarters project, which involved the design and construction of two high specification office buildings in central London. The review focussed on the effectiveness of the project controls and systems in place to manage the project, including cost management, schedule management, risk management, change control, reporting and governance.
