Il ne s'agit plus seulement de mettre en commun des forces arm\u00e9es entre Etats membres, mais d'une strat\u00e9gie de r\u00e9surgence industrielle. <strong>reconstruire de bout en bout une capacit\u00e9 de production militaire performante, adapt\u00e9e aux besoins du champ de bataille et soutenue par des financements publics et priv\u00e9s innovants.<\/strong><\/p>\n<p>Aujourd'hui, <strong>L'autonomie strat\u00e9gique europ\u00e9enne a \u00e9t\u00e9 affaiblie<\/strong> par une d\u00e9pendance persistante \u00e0 l'\u00e9gard de composants essentiels provenant de l'ext\u00e9rieur de l'Europe, en particulier dans les cinq domaines de la guerre moderne : <strong>terre, mer, air, espace, information et cyberespace<\/strong>. Des programmes ambitieux ont \u00e9t\u00e9 lanc\u00e9s pour y rem\u00e9dier, tels que <strong>EDIRPA<\/strong> (European Defence Industry Reinforcement through common Procurement Act) pour l'armement, <strong>FCAS<\/strong> (Future Combat Air System) pour l'arm\u00e9e de l'air et <strong>IRIS2<\/strong> (constellation europ\u00e9enne de satellites pour les communications s\u00e9curis\u00e9es) pour l'espace. <strong>Mais les d\u00e9lais sont longs et les efforts de coop\u00e9ration fragiles<\/strong>. La n\u00e9cessit\u00e9 de consolider les secteurs industriels, de soutenir l'innovation europ\u00e9enne et de d\u00e9velopper des alliances strat\u00e9giques se fait de plus en plus pressante.<\/p>\n<p>F<strong>Les retomb\u00e9es des conflits en Ukraine et \u00e0 Gaza sont \u00e9videntes<\/strong>Les arm\u00e9es ne manquent pas de technologie, mais plut\u00f4t de r\u00e9serves et d'\u00e9quipements simples, robustes et produits en masse. <strong>L'\u00e8re du \"tout technologique\" atteint ses limites ; l'heure est \u00e0 la simplicit\u00e9 intelligente.<\/strong><\/p>\n<p>Dernier point : les finances publiques sont tendues. Pour faire face \u00e0 l'ampleur des besoins (munitions, cybers\u00e9curit\u00e9, espace, etc.), <strong>il est essentiel de mobiliser les financements priv\u00e9s<\/strong>Il s'agit de fonds d'infrastructure, de family offices, d'investissements en capital \u00e0 double usage (civil et militaire).
