{"id":41380,"date":"2024-02-22T16:03:57","date_gmt":"2024-02-22T15:03:57","guid":{"rendered":"https:\/\/www.accuracy.com\/?p=41380"},"modified":"2025-02-20T14:29:59","modified_gmt":"2025-02-20T13:29:59","slug":"quelle-est-la-realite-de-la-reaction-anti-esg","status":"publish","type":"post","link":"https:\/\/www.accuracy.com\/fr\/how-real-is-the-anti-esg-backlash\/","title":{"rendered":"Quelle est la r\u00e9alit\u00e9 de la r\u00e9action anti-ESG ?"},"content":{"rendered":"<div id=\"lipsum\">\n<p><strong>Le 8 f\u00e9vrier, les trois plus grandes places financi\u00e8res chinoises ont annonc\u00e9 l'obligation pour les entreprises chinoises de produire des rapports sur le d\u00e9veloppement durable, temp\u00e9rant ainsi les proph\u00e9ties d'un recul majeur de l'ESG \u00e0 l'\u00e9chelle mondiale.<\/strong><\/p>\n<p>Les signes mena\u00e7ant la GSE se sont multipli\u00e9s ces derniers mois, et les nouvelles \u00e0 venir en 2024 semblent lui porter des coups si terribles qu'il devient courant de parler d'un retour de b\u00e2ton anti-GSE. Apr\u00e8s l'euphorie de la mont\u00e9e en puissance des questions ESG dans l'agenda des entreprises, il semble qu'il soit temps de revenir aux affaires courantes.<\/p>\n<p>Il est vrai qu'aux Etats-Unis, les attaques des R\u00e9publicains contre l'ESG s'apparentent \u00e0 une v\u00e9ritable croisade. En novembre 2023, la Chambre des repr\u00e9sentants a intent\u00e9 une action en justice contre deux organisations visant \u00e0 acc\u00e9l\u00e9rer la d\u00e9carbonisation des institutions financi\u00e8res et des entreprises : la Glasgow Financial Alliance for Net Zero (GFANZ) et As You Sow. Ces organisations ont \u00e9t\u00e9 accus\u00e9es d'avoir potentiellement enfreint la loi antitrust en promouvant des accords d'entreprise sur le th\u00e8me de la neutralit\u00e9 carbone. Un mois plus tard, l'\u00c9tat du Tennessee a intent\u00e9 une action en justice contre BlackRock, le plus grand gestionnaire d'actifs au monde avec 9,1 billions de dollars d'investissements, parce qu'il \"utilise des strat\u00e9gies agressives pour promouvoir des objectifs ESG controvers\u00e9s dans les actifs qu'il g\u00e8re\". En cons\u00e9quence - ou<br \/>\npeut-\u00eatre une co\u00efncidence - en f\u00e9vrier 2024, BlackRock a effectivement r\u00e9duit sa participation \u00e0 Climate Action +100, la coalition mondiale r\u00e9unissant plus de 700 investisseurs pour encourager les entreprises les plus \u00e9mettrices de carbone \u00e0 r\u00e9duire leurs \u00e9missions ; au m\u00eame moment, JP Morgan AM et State Street Global Advisors ont annonc\u00e9 qu'ils ne renouvelaient pas du tout leur adh\u00e9sion. Et que dire de la possible r\u00e9\u00e9lection de Donald Trump \u00e0 la Maison Blanche en novembre 2024 ? Il a d\u00e9clar\u00e9 sans ambages son intention de faire reculer toutes les r\u00e9glementations environnementales dans l'Union europ\u00e9enne.<br \/>\nau nom de la libert\u00e9 d'entreprise et de la d\u00e9fense du mode de vie am\u00e9ricain !<\/p>\n<p>On dit \"ce qui se passe \u00e0 Vegas reste \u00e0 Vegas\", mais rien n'est moins s\u00fbr. On pensait l'Europe \u00e0 l'abri de ces d\u00e9bats, mais la mont\u00e9e en puissance de mouvements populaires ou populistes rejetant explicitement les r\u00e9glementations europ\u00e9ennes en mati\u00e8re d'ESG remet en cause cette id\u00e9e re\u00e7ue. Aux Pays-Bas, le Mouvement des agriculteurs-citoyens s'est constitu\u00e9 directement en r\u00e9ponse au plan azote national qui pr\u00e9voyait de diviser par deux les \u00e9missions d'ici 2030 : le parti a recueilli 19% des voix aux \u00e9lections provinciales de mars 2023, ce qui en fait la premi\u00e8re force \u00e9lectorale du pays. En France, la mobilisation des agriculteurs en janvier 2024 a permis de suspendre le plan Ecophyto de r\u00e9duction de l'usage des pesticides, \u00e0 la grande col\u00e8re des associations de d\u00e9fense de l'environnement. Et le 9 f\u00e9vrier, le report du vote du Conseil europ\u00e9en pour approuver le texte d\u00e9finitif de la directive sur le devoir de diligence en mati\u00e8re de d\u00e9veloppement durable des entreprises (DDCSD), en raison de l'abstention probable de l'Allemagne et de l'Italie, montre que la question ESG devient une ligne de fracture en Europe aussi. Dans ce contexte, les \u00e9lections europ\u00e9ennes de juin 2024 pourraient voir le foss\u00e9 se creuser.<\/p>\n<p>Mais aujourd'hui, la Chine s'est r\u00e9veill\u00e9e, et la r\u00e9action anti-ESG tremble. Le 19 f\u00e9vrier, les trois bourses de Shanghai, Shenzhen et P\u00e9kin ont annonc\u00e9 que les entreprises cot\u00e9es en bourse seraient tenues d'\u00e9tablir des rapports sur le d\u00e9veloppement durable \u00e0 partir de 2026. Contrairement \u00e0 ce que l'on pourrait penser de prime abord, la Chine propose une version maximaliste de ces exigences de reporting ESG - elles empruntent davantage au mod\u00e8le europ\u00e9en CSRD qu'au mod\u00e8le minimaliste de l'ISSB et de ses deux normes IFRS S (S pour Sustainability). Les exigences chinoises en mati\u00e8re de rapports adopteront donc une approche de \"double mat\u00e9rialit\u00e9\", c'est-\u00e0-dire une approche prenant en compte non seulement les risques et les opportunit\u00e9s que les sujets ESG pr\u00e9sentent pour une entreprise, mais aussi les impacts ou les externalit\u00e9s n\u00e9gatives que les activit\u00e9s de l'entreprise peuvent avoir sur l'environnement et la soci\u00e9t\u00e9 - un aspect pour lequel, jusqu'\u00e0 pr\u00e9sent, l'Europe \u00e9tait le seul porte-\u00e9tendard. Et non seulement les th\u00e8mes de reporting incluent le climat, avec notamment un reporting obligatoire sur les \u00e9missions de carbone de scope 3, mais ils incluent \u00e9galement des questions ESG plus larges, comme la biodiversit\u00e9, l'\u00e9conomie circulaire, l'\u00e9thique des affaires et des sujets sp\u00e9cifiques au mod\u00e8le social chinois, comme la revitalisation rurale. Tout comme en Europe, les principaux risques et impacts de la cha\u00eene de valeur d'une entreprise sont int\u00e9gr\u00e9s. Cette d\u00e9cision des march\u00e9s financiers chinois, qui concerne plus de 5 000 entreprises cot\u00e9es, aura un impact majeur sur l'int\u00e9gration de l'ESG dans la strat\u00e9gie et la gouvernance des entreprises. L'argument selon lequel l'Europe s'impose des contraintes que personne d'autre ne fera ne tient plus.
